Efforts should be made to build a platform for scientific research on rehabilitation science, build a first-class scientific and technological innovation center, and form a batch of high-level original scientific research results in rehabilitation, medical care and other aspects. Efforts should be made to build a highland for rehabilitation service and rehabilitation industry, build a rehabilitation base integrating teaching, scientific research, treatment, industry, and service, promote the development of a large health industry, and better serve the health needs of the people. At present, efforts should be made to improve the mechanism of the leading group, improve the joint construction mechanism of the province and the ministry, step up planning, do a good job in the selection of principals and the introduction of relevant talents, especially high-end talents, build an efficient operation management system, and plan the discipline and professional settings in advance. Shandong Province and the relevant parties should take their respective responsibilities, work together and cooperate closely to build a good rehabilitation university.
Zhang Haidi pointed out that the construction of a rehabilitation university was highly valued by the leadership comrades of the Party Central Committee and the State Council, and was included in the National 13th Five-Year Plan.
